Can this be programmed to be a smooth increase rather than stepped? Can this go down if a PC doesn't exercise/train these skills (but not penalised for being offline). Should be some token thing unless it can be made RPable (perhaps if done via RP skill can be increased more rapidly).

Start with few public rooms.

Private PC rooms? Can set aside particular locations that can spawn private rooms in particular ares. New PCs start in the appropriate species neighbourhood(s), but can move out whenever. Put these rooms in a variety of places; houses, flophouses, above stores, rented rooms, etc.

Could rooms randomise initial decorations (appropriate for neighbourhood), then be modified by the PC? (change colours, details, furniture, by selecting from a list)

World, lore

No 'monsters' Wild animals, raiders, pirates, underworld, ingroup fighting

Misc

Species - Weasels, badgers, Przewalski's horses, foxes, wolves, squirrel, mouse, bear, rabbit, European wildcat

Group similar size/aggression species on same landmasses

Cultures all vaguely Elizabethan era. Not modelled after any particular RL cultures, but consider AS British Isles with Danelaw and raids still happening and many AS kingdoms, celts etc in west and north

Initially, avoid things with special attacks (antlers, horns) deer, goats (or treat such appendages as always-wielded weapons?) (in this case, add goats and deer)
